Opportunity
Across Singapore, many community and public programmes still rely on paper coupons.
That means:
Printing and distributing physical vouchers
Volunteers spending ~4.5 hours monthly on manual distribution for 1 campaign of ~100 recipients
Collecting, counting and reconciling hundreds of coupons by hand
Paying external vendors (~$2,500/year) just to track usage
No real-time visibility on who has claimed support
Paper works. But it is slow, labour-intensive, and hard to scale.
When Singapore Budget is discussed , some immediate questions:
Which of the Government's benefits are best delivered to Singaporeans via a nationwide easy-to-use coupon system that can be digital and printed?
Where do citizens find all their benefits?
Velocity
We built a platform that enables agencies to issue and manage digital coupons, allowing agencies to now:
Create and distribute coupons through simple links
Issue coupons based on customisable rules (E.g. Issue 1 coupon daily)
Set coupon spending and expiry rules (E.g. Restricted to certain stores, Only usable once a day)
Track issued coupons and spending in real-time
Reconcile merchant payments digitally
What used to take printing cycles and manual reconciliation can now be deployed and monitored digitally.
In the use cases the team explored, CouponSG enabled agencies to provide efficient and targetted support:
Supporting Residents with Hot Meals
Agencies can now eliminate paper booklets and manual coupon tallying
Issue one voucher per day
Restricted to selected nearby stalls and auto-expire unused vouchers
Track redemption in real-time and reconcile merchant payments digitally
Thank You Incentives for Surveys
Agencies can now eliminate upfront procurement and simplify logistics by
Sending digital coupons using simple anonymous links
Issuing digital coupons only after survey completion and tracking issuance count
Reconciling coupon usage using centralised transaction records

Traction
After Demo Day, agencies immediately stepped forward:
People’s Association (PA)
5+ teams with ready use cases
Eager to onboard immediately
Seeking feature enhancements for rollout
REACH
Interested in survey-linked voucher distribution
These are not hypothetical use cases. They are real operational needs looking for a solution where they can immediately adopt.
CouponSG team intentionally focused on critical, high-friction scenarios first — but the model we developed applies across Whole-of-Government:
Community support
Behavioural incentives
Local merchant stimulus
Engagement rewards
Why This Matters
For Singaporeans:
No lost coupons
Faster access to support
Clear rules
For merchants:
Instant validation
Faster payouts
Lower fraud risk
For agencies:
Less manual work
Real-time visibility
Built-in audit trail
