Government officers can make charts in Excel, but they struggle with the harder question: "What does this data actually mean?" We interviewed 16 officers across 7 agencies - 14 out of 16 can create charts, but get stuck interpreting insights and making recommendations.

If 15,000 officers each spend 8 hours per year on work that Charts could reduce to 2 hours, that's 90,000 hours returned to the public service annually - equivalent to 45 full-time officers.

What's still rough: Basic report export (copy-paste for now), CSV-only (officers want Excel), limited chart types. But the core insight generation works and users immediately understood the workflow.
Traction
We tested with officers from 12 agencies including MSF, SCDF, MOE, and CAAS. Results: 4/5 satisfaction, 5/5 ease of use. One officer rated insight generation as "the most valuable feature - more valuable than the charts."
Officers requested features for real work (multi-Excel sheets, system integration) and asked about quarterly reporting workflow - behavior suggesting they're evaluating for actual use.
